WHEREAS, a Credit Agreement, between the Provisional Military Government of Socialist Ethiopia and the International various convertible currencies, not exceeding the equivalent of five million Special Drawing Rights (SDR 5,000,000) to assist in financing the Assab Port Engineering and Construction of America on the 3rd day of July, 1986 ;

NOW, THEREFORE, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Provisio nal Military Administrative Council and the Council of Minis ters Proclamation No. 110/1977, it is hereby proclaimed as follows:
