WHEREAS the Transitional Period Charter of Ethiopia has provided for the Head of State as President of the Transi
WHEREAS it is found necessary to define the powers and functions of the President in greater detail than provided for in the Charter ;
NOW THEREFORE, in accordance with Article 9 (d) of the Charter, the Council of Representatives proclaims as follows:
I. Short Title
This Proclamation may be cited as the " Definition of the Powers and Functions of the President Proclamation No. L 1991. "
II. Powers and Functions of the President
In accordance with the Charter of July 22, 1991 pro mulgated by the Council of Representatives, the President of the Transitional Government of Ethiopia shall be res ponsible to the Council of Representatives and shall have the following powers and functions:
