OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA gth Year No. 11 ADDIS ABABA - 17h January , 2002 CONTENTS Proclamation No. 265/2002 African Development Fund Loan Agreement for Financing the Second Structural Adjustment Program Ratification Proclamation Page 1682 PROCLAMATION NO . 265/2002 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE AFRICAN DEVELOPMENT FUND WHEREAS , a Loan Agreement betwen the Federal Democratic Republic of Ethiopia and the African Develop ment Fund stipulating that the African Development Fund Loan amount of UA 60,000,000 ( sixty million Units of Account ) for financing the Second Structural Adjustment WHEREAS , basic economic international agreements have to be ratified prior to entry force ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said NOW , THEREFORE , in accordance with Sub - Articles ( 1 ) and ( 12 ) of Article 55 of the Constitution , it is hereby proclaimed as follows . 1. Short Title This Proclamation may be cited as the “ African De velopment Fund Loan Agreement for Financing the Second Structural Adjustment Program Ratification Proclamation No. 265/2002 . ” Unit Price The African Law Archive No. 11 17 January , 2001– Page 1683 2. Definition In this Proclamation " Loan Agreement ” means the Loan Agreement Number 2100150006680 signed in Abidjan on the 16th day of November 2001 , between the Federal Democratic Republic of Ethiopia and the African Development Fund . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Develop ment is hereby empowered to undertake all acts necessary for the utilization of the Loan amount of UA 60,000,000 ( sixty million Units of Account ) in the accordance with the terms and conditions set forth in the Loan Agreement . 4. Effective Date This Proclamation shall enter into force as of the 17day of January , 2002 . Done at Addis Ababa , this 17th day of January , 2002 .
