1. Short Title
These Regulations may be cited as the " Administration of National Higher Education Institutions Located in Re gions Council of Ministers Regulations No. 197/1994 ”.

1. " Higher Education Intitution " means an institution where education beyond secondary level is offered and which is located in any Region but financed by the Central Government ;
2. " Region " means a National / Regional Self - Govern ment established under Proclamation No. 7/1992 ;
