Short Title This Proclamation may be cited as " the Proclamation to ratify the budget for the inquiry commission to investigate the incident occurred in Gambella Regional State on December 3 , 2003. " 2. Approval of the Budget 1 / The commission to implement the task vested on it the total amount of Birr 453,239.00 ( four hundred fifty three thousand two hundred thirty nine Bir ) has been allowed . 21 The commission shall utilize the budget in accordance with the schedule attached there to . The Responsibility of Ministry of Finance and Economic Development 1 / The budget indicated under Article 2 ( 1 ) of this proclamation shall be paid by the ministry out the budget reserved for unforeseen expenditure ; 2 / The ministry of finance and economic development is empowered to monitor whether the money dispersed in accordance with the objective set forth . 4. Effective Date This Proclamation shall enter into force on the date of its publication on the Federal Negarit Done at Addis Ababa , this 2nd day of August , 2004 .
