Ratification of the Treaty Treaty Encouragement Reciprocal Protection of Investment signed in Addis Ababa on May 16 , 2003 between the Federal Democratic Republic of Ethiopia and the Kingdome of the Netherlands is ratified . 3. Responsibility of the Ethiopian Investment Commission The Ethiopian Investment Commission is hereby empowered to implement this Treaty . Effective Date The Proclamation shall enter into force as of 27th day of January , 2004 .
