Short Title This Proclamation may be cited as “ The State of Israel Agreement Promotion and Reciprocal Protection of Investment Ratification Proclamation No.389 / 2004 . ” 2. Ratification of the Agreement The Investment Promotion and Reciprocal Protection of Agreement signed in Jerusalem on November 26 , 2003 between the Government of the Federal Democratic Republic of Ethiopia and the State of Israel is ratified . 3. Power of the Ethiopian Investment Commission The Ethiopian Investment Commission is hereby empowered to implement this Agreement . 4. Effective Date The Proclamation shall enter into force as of 27th day of January , 2004 .
