NOW , THEREFORE , in accordance with Sub - Articles ( 1 ) and ( 12 ) of Article 55 of the Constitution , it is hereby proclaimed as follows . This Proclamation may be cited as the “ African De velopment Fund Loan Agreement for Financing Butajira - Hosaaina - Sodo Road Upgrading Project Ratification Proclamation No. 266/2002 . Definition In this Proclamation " Loan Agreement ” means the Loan Agreement Number 2100150006674 signed in Abidjan on the 16th day of November 2001 , between the Federal Democratic Republic of Ethiopia and the African Development Fund . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Develop ment is hereby empowered to undertake all acts necessary for the utilization of the Loan amount of UA 41,310,000 ( forty - one million three hundred and ten thousand Units of Account ) in accordance with the terms and conditions set forth in the Loan Agreement . 4. Effective Date This Proclamation shall enter into force as of the 17 ሣ day of January , 2002 .
