WHEREAS, said Special Action Credit Agreement has " been submitted to the Council of Ministers for approval and has obtained its approval ;
WHEREAS, the Provisional Military Administrative Coun cil on this 23rd day of January, 1980 has ratified the said Spe cial Action Credit Agreement ;
NOW, THEREFORE, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Provi sional Military Administrative Council and the Council of Mi nisters Proclamation No. 110/1977, it is hereby proclaimed as follows:
