OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 10 Year No. 4 ADDIS ABABA - 284 October , 2003 CONTENTS Proclamation No. 374/2003 Convention on the Means of Prohibiting and Preven ting the Illicit Import , Export and Transfer of Owner ship of Cultural Property Ratification Proclamation Page 2426 A PROCLAMATION TO RATIFY THE CONVENTION ON THE MEANS OF PROHIBITING AND PREVENTING THE ILLICIT IMPORT , EXPORT AND TRANSFER OF OWNERSHIP OF CULTURAL PROPERTY WHEREAS , it is found essential that Ethiopia Ratified the convention on the means of Prohibiting and Preventing Cultural Property signed at Paris on the 14 day of November WHEREAS , the said convention is found to be paramount importance in protecting the Ethiopian Cultural Heritage ; WHEREAS , the House of Peoples ' Representative of the Federal Democratic Republic of Ethiopia has Ratified said convention at its session held on the 28th day October , 2003 ; NOW , THEREFORE , in accordance with Article 55 Democratic Republic of Ethiopia , it is hereby proclaimed as follows : 1. Short Title This Proclamation may be cited as “ Convention on the Means of Prohibiting and Preventing the Illicit Import , Export and Transfer of Ownership of Cultural Property Ratification Proclamation No. 374/2003 ” . Powers of Authority for Research and conservation of cultural Heritage ( ARCCH ) The Authority for Research and Conservation of Cultural Heritage is hereby empowered to undertake all acts ' necessary to the implementation of the Convention in co operation with concerned Federal and Regional Govern ment organs , non - Governmental organizations as well as with communities . Effective Date This Proclamation shall enter into force as of the 28th day of October , 2003 .
