Page 1650 PROCLAMATION NO . 260/2001 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE OPEC FUND FOR INTERNATIONAL DEVELOPMENT WHEREAS , a Loan Agreement between the Federal Democratic Republic of Ethiopia and the OPEC Fund for for International Development provide to the Federal De mocratic Republic of Ethiopia a loan amount of Four Million Addis Ababa International Airport Project ( Phase II ) , was WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Loan Agreement at its session held on the 6th day of December , 2001 ; NOW , THEREFORE , in accordance with Sub - Articles ( 1 ) and ( 12 ) of Article 55 of the Constitution , it is hereby proclaimed as follows : This Proclamation may be cited as the " OPEC Fund for International Development Loan Agreement for Finan cing the Addis Ababa International Airport Project ( Phase II ) Ratification Proclamation No.260 / 2001 . 2. Definition In this Proclamation " Loan Agreement ” means the Loan Agreement Number 845 - P signed in Vienna on the 10th day of October , 2001 between the Federal Democratic Republic of Ethiopia and the OPEC Fund for Inter national Development . Power of the Minister of Finance and Economic De velopment The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the loan amount of Four Million United States Dollars ( USD . 4,000,000 ) in accordance with the terms and conditions set forth in the Loan Agreement . 4.
