Short Title This Proclamation may be cited as the Nordbanken AB Financial Agreement to Provide Additional Loan for financing the 7th Telecommunications Development Programme Guaranteeing Agreement Ratification Proclamation No. 234/2001 . ” In this Proclamation “ Financial Agreement ” means the Agreement signed on the 22nd day of August , 2000 , between the Nordbanken AB ( Lender ) , the Ethiopian Telecommunications Corporation ( Borrower ) and the Federal Democratic Republic of Ethiopia ( Guarantor ) . 3. Approval The Financial Agreement mentioned under Article 2 above , in which the Federal Democratic Republic of Ethiopia is a Guarantor is approved .
