A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLLIC OF ETHIOPIA AND THE OPEC FUND FOR INTERNATIONAL DEVELOPMENT WHEREAS , a Loan Agreement between the Federal Democratic Republic of Ethiopia and the OPEC Fund 8.10 / for International Development stipulating that the OPEC Fund for International Development provide to the Federal Democratic Republic of Ethiopia a Loan Project , was signed in Vienna , on 12 " day of May , WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Agreement at its session held on the 13th day of October , 2005 ; NOW , THEREFORE , in accordance with Article 55 Sub Articles ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows ; African 1. Ratification of the Agreement The Loan Agreement signed between the Federal Democratic Republic of Ethiopia and the OPEC Fund for International Development on the 12 " day of May , 2004 is ratified ; 3. power of the Minister of Finance and Economic Development The Minister of Finance Economic Development is hereby empowered to undertake all acts necessary for the utilization of the Loan amount of fifteen million United States Dollars ( USD 15,000,000 ) in accordance with the terms and conditions set forth in the Loan Agreement . Effective Date The Proclamation shall enter into force on 17th day of November , 2005 .
