Koga Irrigation and Watershed Management Project Ratification Proclamation Page 1680 PROCLAMATION No. 264/2002 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE AFRICAN DEVELOPMENT FUND WHEREAS , a Loan Agreement between the Federal ment Fund stipulating that the African Development Fund provide to the Federal Democratic Republic of Ethiopia a financing Koga Irrigation and Watershed Management WHEREAS , basic economic international ageements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Loan Agreement at its session held on the 3rd day of January . NOW , THEREFORE , in accordance with sub - Articles ( 1 ) and ( 12 ) of Article 55 of the Constitution , it is hereby proclaimed as follows : 1. Short Title This Proclamation may be cited as the " African De velopment Fund Loan Agreement for Financing Koga Irrigation and Watershed Management Project Ratification Proclamation No. 264/2002 . Definition In this Proclamation ' Loan Agreement ” means the Loan Agreement Number F / ETH / PL / A / 2001 / 1 signed in Abidjan on the 19th day of July , 2001 between the Federal Democratic Republic of Ethiopia and the African De velopment Fund . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the loan amount of UA 32,590,100 ( thirty two million five hundred ninety thousand one hundred Units of Account ) in accordance with the terms and conditions set forth in the Loan Agreement . 4. Effective Date This Proclamation shall enter into force as of the 3rd day of January , 2002 . Done at Addis Ababa , this 3rd day of January , 2002 .
