Page ..... 2697 PROCLAMATION NO . 411/2004 . A PROCLAMATION TO AMEND THE REORGANIZATION OF THE EXECUTIVE ORGANS OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA PROCLAMATION WHEREAS , it has become necessary to amend the Proclamation providing for the Reorganization of the Executive Organs of Federal Democratic Republic of Ethiopia : NOW , THEREFORE , in accordance with Article 55 ( 1 ) of the Con of the Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows : Proclamation cited “ Reorganization of the Executive Organs of the Federal Democratic Republic of Ethiopia ( Amendment ) Proclamation No.411,2004 . 2. Amendment The Reorganization of the Executive Organs of linu Federal Democratic Republic Ethiopia www.African LawAtchive.com * Proclamation No. 256/2001 ( as amended ) is further The African taw Archive amended as follows : - 54 ፡ ደ / st . 20 1-4 1 / Sub - Articles ( 2 ) of Article 5 of the Prociamali .... deleted and replaced by the following new Sub - Article * 2 / The following executive organs shall be accountable to the Ministry of Trade and Industry : a ) the Ethiopian Investment commission ; b ) the Quality and Standards Authority of Ethiopia ; c ) the Privatization and Public Enterprises Supervising Authority ; d ) the Leather Leather Product Technology Institute ; e ) the Federal Micro and Small Enterprise Development Agency . " ; 27 Árticle 7 of the Proclamation deleted and replaced by the following new Article 7 : “ 7. Ministry of Trade and Industry The Ministry of Trade and Industry shall have the powers and duties to : 1 / promote the expansion of trade , industry and investment ; 21 create conditions for the promotion and development of the Country's export trade ; 3 / strengthen the Country's foreign trade relations and , without prejudice to the provisions of the relevant laws on treaty making procedures , negotiate and implement agreements on trade as well as port and transit services : maintain efficient marketing system and fair trade practices to promote and develop the domestic trade ; 5 / provide business registration , licensing and regulatory services in accordance with the relevant laws ; 6 / undertake studies relating to basic commodities and services that have to be under price - control and , upon approval by the Council of Ministers , follow the implementation of same ; 7 / create conducive conditions for rapid industrial development ; 8 / provide support to industries considered to be of strategic importance ; www.AfricanLan Amenitosõin q * piha African Law Archive N : 56 ) August , 2003 improve the performance of public enterprises accelerate their privatization ; cause the expansion of quality and standardization services ; 11 / encourage the establishment of chambers of commerce and sectoral associations as well as professional associations to be organized in the industrial sector and strengthen those which have already been established ; create conducive conditions to attract foreign and domestic investment ; 13 ! to provide efficient services to investore facilitate the provision of all such services at a single focal point ; direct and coordinate the executive organs referred to in Sub - Article 5 of this Proclamation ; and review their organizational structures , programes and budgets and authorize the submission of appropriate government organs . ” 3 ! Under Sub - Article ( 1 ) of Article 24 of the Proclamation : a ) the reference lo “ Article 6 , 9 and 12 of Proclamation No. 4/1995 " is deleted and replaced by “ Article 6 , 9 , 12 and 14 of Proclamation No. 4/1995 ” ; b ) the phrase " the Ethiopian Export Promotion Agency Establishment Proclamation No. 132/1998 and the Basic Metals and Engineering Agency Proclamation No. 47/1996 " is inserted before the phrase “ are hereby repealed . ” 4 / The following new Sub - Article ( 8 ) is added under Article 25 of the Proclamation : “ 8 / The rights and obligations of the Ethiopian Export Promotion Agency established under Proclamation No. 132/1998 and the Basic Metals and Engineering Industry Agency established under Proclamation No. 47/1996 are hereby transferred to the Ministry of Trade and Industry . ” * The African Law Archive No. 56 2 " August , 2004 3.
