Page 647 PROCLAMATION NO . 93 / 1997 A PROCLAMATION TO AMEND THE DEFINITION OF POWERS AND DUTIES OF THE EXECUTIVE ORGANS OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA PROCLAMATION WHEREAS , it has become necessary to amend the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia proclamatiion ; NOW , THEREFORE , in accordance with Article 55 ( 1 ) of the Constitution of the Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows : This Proclamation may be cited as the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia ( Amendment ) Proclamation No . 94 / 1997 . ” Amendment The Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No . 4 / 1995 is hereby amended by adding the following new sub Articles ( 11 ) and ( 12 ) after sub - Article 10 of Article 26 : Unit Price www . AfricanLawArchive . com “ 11 ) retain revenue generated by engaging idle production and service rendering capacities of defense institutions , in peace times , in gainful activities and proceeds obtained from the disposal of properties which are no more required for defense purposes as well as dividends from defense industries put under its supervision , and utilize such fund , upon obtaining the approval of the Council of Ministers , for national defense capacity building projects ; 12 ) without prejudice to the provisions of sub - Article ( 11 ) of this Article , ensure the procedures and standards embodied in the Federal Government of Ethiopia Financial Adminis tration Proclamation No . 57 / 1996 and Regulations and directives issued thereunder are followed in the adminis tration of the fund and cause the submission of same for auditing by the Auditor General .
