FEDERAL OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 13th Year No.3 ADDIS ABABA - 27th October 2006 CONTENTS Regulations No. 128/2006 the Federal Board to provide Affirmative Support for Less Developed Regions Establishment Council of Ministers ( Amendment ) Regulations Page ......... 3483 Council of Ministers Regulations No.128 / 2006 COUNCIL OF MINISTERS REGULATIONS TO AMEND THE ESTABLISHMENT OF THE FEDERAL BOARD TO PROVIDE AFFIRMATIVE SUPPORT FOR LESS DEVELOPED REGIONS REGULATIONS The Council of Ministers has issued these Regulations Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No. 471/2005 . 1. Short Title These Regulations may be cited as " the Federal Board to Provide Affirmative Support for Less Developed Regions Establishment Council of Ministers ( Amendment ) Regulations No.128 / 2006 . ” 2. Amendment The Federal Board to Provide Affirmative Support for Less Developed Regions Establishment Council of Ministers Regulations No. 103/2004 is hereby amended as follows : 1 / The following new sub - articles ( 4 ) , ( 5 ) and ( 6 ) are added under Article 5 of the Regulations : establish technical committee consisting of members required qualification and experience ; 5 / make possible for the head of governments of less developed regions to participate in the meetings of the Board ; adopt rules of procedures to properly discharge its responsibilities and duties . " Unit Price The African Law Archive Sub - articles ( 6 ) , ( 7 ) and ( 8 ) of Article 6 of the Regulations are deleted and the following new sub - articles ( 6 ) and ( 7 ) are added : “ 6 / the Ministry of Works and Urban Develop Member 71 a federal organ to be designated by the Prime Minister .Member " 31 The Following new Article 7 is added after Article 6 of the Regulations : “ 7. Responsibilities and Duties of Members of the Board Without prejudice to the responsibilities and duties given it by its establishment proclamation and other laws , every member of board shall following responsibilities and duties with regard to the affirmative support it provides : 1 / to prepare development and capacity building plans with the regions , and assist in the implementation , monitoring and evaluation of same ; to prepare sector programs that take in to account the objective conditions of the regions ; to undertake studies to enhance capacity building , and complies and disseminate best practices to the regions ; to organize a unit accountable to its top management entrusted responsibilities of providing the affirmative support ; 51 to assign permanently the concerned official as member of the Technical Committee ; to submit quarterly performance reports to the Board . " 41 Articles 7 and 8 of the Regulations are re numbered as Articles 8 and 9 , respectively , and the following new sub - article ( 5 ) is added under the present Article 9 : “ 5 / preside over meetings of the Technical Committee . ' 5 / The former Article 9 of the Regulations is re numbered as Article 11 and the following new Article 10 is added ; “ 10. Accountability Any natural or juridical person failing to discharge its responsibilities and duties under these Regulations shall be held liable in accordance with the relevant laws . " 3. ' Effective Date These Regulations shall come into force on the date of Done at Addis Ababa , this 22nd day of December , 2006 .
