In accordance with Article 21 of the Federal Govern ment of Ethiopia Financial Administration Proclamation No . 57 / 1996 and Article 55 ( 1 ) of the Constitution , it is hereby proclaimed as follows : 1 . This Proclamation may be cited as the “ 1990 E . C . Fiscal Year Supplementary Budget Proclamation No . 112 / 1998 . ” There is hereby appropriated from Federal Revenues and other funds , for undertakings set forth in the Schedule hereto , the additional amount of Birr 14 , 391 , 216 ( Fourteen Million Three Hun dred and Ninety one Thousand and Two Hundred and Sixteen Birr ) for the fiscal year commencing on 3 . The Minister of Finance is hereby authorized and directed , upon the request of the head of the concerned government organ , to disburse the ad ditional amount as appropriated in the Schedule hereto .
