Definition In this proclamation " Loan Agreement ” means the Loan Agreement signed in Cairo on the 3rd day of May , 2001 , between the Federal Democratic Republic of Ethiopia and the Arab Bank for Economic Development in Africa . 3. Power of the Minister of Finance and Economic De velopment The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the loan amount of Three Million United States Dollars ( USD . 3,000,000 ) in accordance with the terms and conditions set forth in the Loan Agreement . 4.
